The TOWN shall be entitled to refunds for water <br /> connections made by adjacent property owners to the water main to <br /> be constructed pursuant to this agreement. These refunds shall <br /> be made for a period of ten (10) years after the completion of <br /> the water mains. Charges made after ten (10) years have expired <br /> for connection to the water mains will not be refunded to the <br /> TOWN. These refunds shall be in an amount equal to the CITY ' s <br /> prevailing frontage charge rate at the time of construction or <br /> half the average cost to the TOWN per linear foot of pipeline <br /> installed, whichever is less, multiplied by the frontage of the <br /> property being served.
