23c <br /> understood by both parties that, when an adjustment to the tap <br /> fee paid by the TOWN is made based on the final actual cost of <br /> the Project as provided above, a corresponding adjustment shall <br /> be made in the amount paid by the CITY to the TOWN as con- <br /> tracting agent. <br /> b. The TOWN shall engage a registered professional engineer <br /> to prepare plans and specifications for the construction of the <br /> water main improvements. <br /> c. Unless otherwise provided in this Contract, all <br /> construction shall be in accordance with CITY policy, standards <br /> and specifications. All work shall be subject to inspection by <br /> the CITY, at the CITY' s expense. Inspection shall be provided <br /> according to CITY policy. The TOWN engineer shall provide <br /> construction stakeout and supervision. <br /> d. All construction shall be performed by a contractor <br /> licensed to perform this type of work in the State of North <br /> Carolina. The contractor must be approved by the CITY before a <br /> Contract is entered into between the TOWN and the contractor. <br /> e. Before starting construction, the TOWN shall secure <br /> approval of the construction plans by the CITY, The North <br /> Carolina Department of Transportation (NCDOT) , and the North <br /> Carolina Department of Human Resources. <br /> f. The TOWN shall furnish the CITY original tracings of the <br /> as-built plans when the work is complete. <br /> g. Unless a plat showing dedication to the public of street <br /> right-of-way and the water easements required to serve the <br /> Project is already recorded in the Orange County Registry or <br /> -4- <br />
