X34. <br /> D p purpose of seeking revisions to Section 11 <br /> of the agreement <br /> which clear ) <br /> define the <br /> he <br /> limits of transmission of water from the <br /> Town of Hillsborough to the City of Durham, <br /> and that such limits be based in part on the <br /> limits for withdrawals from the Eno River. <br /> If revisions to the agreement cannot be secured, <br /> the Planning Staff recommends approval and <br /> implementation of the Planning Board ' s proposed <br /> policies pertaining to water/sewer extensions <br /> outside of approved service areas. The policies <br /> include : <br /> 1 . That Orange County immediately establish as <br /> a matter of policy that it will not approve <br /> any development project to be supplied with <br /> water and/or sewer unless located in a <br /> water/sewer service district incorporated <br /> into the Land Use Plan and appropriate <br /> ordinances, following public hearing and <br /> citizen comment. <br /> 2. That, except in emergency situations, Orange <br /> County neither fund nor support extensions <br /> of public or private water/sewer services <br /> outside service areas adopted as part of the <br /> Land Use Plan. Furthermore, where County <br /> funds are used, in whole or in part, to <br /> finance extensions of such services, it <br /> shall retain some authority to determine the <br /> disposition of utility services provided. <br /> Jacobs inquired what timetable was being considered. <br /> Collins responded that the Agreement is to go to the <br /> Board of County Commissioners on August 3, 1987 and <br /> the water/sewer policy to be presented to the Board <br /> of County Commissioners on August 18, 1987 . Jacobs <br /> expressed concern that this issue would not be <br /> settled before the Town of Hillsborough ' s Bond <br /> Referendum. He inquired about the possibility of <br /> having the Commissioners add this to their July 20 <br /> agenda. Collins responded that he would ask Albert <br /> Kittrell , Acting County Manager, to check with the <br /> Commissioners about this addition . <br /> MOTION: Best moved that the Durham-Hillsborough Water Line <br /> Agreement be forwarded to the Board of County <br /> Commissioners as soon as possible in order for Board <br /> of Commissioner action prior to the Hillsborough <br /> Bond Referendum.
