Durham-Hillsborough Water Line <br /> Presentation by Collins. <br /> This agenda item is for the consideration of a <br /> proposed water line agreement between the City <br /> of Durham and the Town of Hillsborough . <br /> The City of Durham and the Town of Hillsborough <br /> are contemplating adoption of a water line <br /> agreement which, if implemented, would pose a <br /> serious threat to the integrity of the Orange <br /> County Land Use Plan. The agreement provides for <br /> the construction of a water line comprised of 12 <br /> and 16- inch sections extending along U. S. <br /> Highway 70, and, to which, future connections <br /> could be made. <br /> The Orange County Land Use Plan permits such <br /> extensions in designated 10 and 20-year <br /> Transition Areas. However, considerable land <br /> area designated Rural Residential is situated to <br /> the north and south of the proposed water line. <br /> Such areas are intended for low-density <br /> residential development with urban services, <br /> particularly water and sewer, not expected <br /> within the 20-year planning period. <br /> The Planning Staff recommends the following : <br /> 1 . That Orange County contact the City of <br /> Durham and the Town of Hillsborough for the <br /> purpose of seeking revisions to the <br /> agreement which provide assurances that no <br /> connections will be permitted to the water <br /> line except in 10 and 20-year Transition <br /> Areas as designated on the Orange County <br /> Land Use Plan or in emergency situations for <br /> properties located outside such Transition <br /> Areas. <br /> 2. That Orange County contact the City of <br /> Durham for the purpose of seeking revisions <br /> to its Urban Growth Boundary which are <br /> consistent with the 10 and 20-year <br /> Transition Areas of the Orange County Land <br /> Use Plan. <br /> 3 . That Orange County contact the City of <br /> Durham and the Town of Hillsborough for the <br />
