231. <br /> Tne overall intent of the development fee is to attach an <br /> appropriate and equitable cost for capacity building <br /> improvements to those persons who will benefit from the <br /> improvements . Development fees allow this Connection to <br /> be made when the benefits are enjoyed before or after the <br /> improvements are made . <br /> FUTURE LAND USE <br /> As previously defined , a Comprehensive Plan is an official <br /> statement of the City Council which sets forth its major policies <br /> concerning desirable future physical development .' . The future <br /> - land use map is the element of the Comprehensive Plan which shows <br /> patterns of future land use resulting from the interaction of <br /> market forces and these policies . The future land use scheme <br /> represents existing land uses , coupled with reasonable <br /> projections of future development , tempered by public policy. <br /> The future land use map depicts generally preferred locations for <br /> land uses such as residential development , neighborhood and <br /> regional shopping facilities , sites appropriate for industrial <br /> development , and areas to be preserved for open space or <br /> recreation. The plan is a vision of what Durham might look like <br /> in the year 2005 . A map depicting future land use is included at <br /> the end of this document . <br /> 1. The Fu.nction of the Future Land Use Plan <br /> The future land use plan represents the physical <br /> interpretation of the goals and policies contained in this <br /> Comprehensive Plan. In depicting how goals and policies <br /> translate io physical features on the landscape , the land use <br /> plan offers • City policy makers and citizens a graphic <br /> representation of the physical ramifications of private <br /> sector decisions and municipal policies . The Plan will be <br /> used by City officials as a guide in reviewing prooposals for <br /> development , highlighting how individual developments relate <br /> to the larger fabric of urban land uses .
