23C <br /> Capacity building relates to the need to purchase land <br /> and capital facilities in order to meet the urban service <br /> demands of new development. An example is sewer service <br /> capacity. Development in some of Durham ' s sewer service <br /> basins is not constrained because excess capacity for <br /> wastewater treatment exists . The developer needs only to <br /> install and dedicate necessary collection lines . In <br /> other sewer service basins , however , the treatment <br /> facilities are currently being used to capacity. Thus , <br /> in order to accommodate additional development in the <br /> basin , additional wastewater treatment capacity must be <br /> constructed. The same capacity building argument can be <br /> made for water treatment facilities , major arterials , and <br /> the development of parks . <br /> c. Development Impact Fees <br /> In order to address the need for building excess capacity <br /> for City services , the Comprehensive Plan endorses the <br /> adoption of a system of development impact fees . <br /> Associated with property development would be a one-time <br /> fee designed to cover the costs of capacity building. <br /> The fee would be tied to the magnitude of the impact <br /> generated by the development , as measured in residential <br /> units , commercial square footage , or gross acreage. The <br /> development fee would have several components , each <br /> calculated individually and each targeted for a specific <br /> category of improvement. For example , the recreation <br /> component of a development fee would be targeted toward <br /> purchase of park land and recreational facilities . The <br /> wastewater treatment component would be targeted to <br /> improvements to upgrade the capacity of the wastewater <br /> treatment plant serving the development . <br />
