The concept might <br /> initially be applied to sewer and water services , since <br /> these are where service capacity is limited . The concept <br /> might later be applied to parks and recreation <br /> facilities , arterial streets and thoroughfares , and <br /> public safety capital improvements . <br /> b. Capacity Building <br /> When a parcel of vacant land is developed , the developer <br /> is traditionally expected to install the on-site <br /> supporting infrastructure : streets , curb and gutter , <br /> water lines , sanitary sewer lines , storm drainage <br /> facilities , etc. Upon completion , these improvements and <br /> street rights-of-way are dedicated to the City. The <br /> costs of the infrastructure are passed along to future <br /> owners or tenants of the property. Likewise , day-to-day <br /> services , such as water , sewer , solid waste collection , <br /> are paid for by owners and occupants on a fee basis or <br /> through property taxes .
