Development of urban land uses in the LPG areas will <br /> be allowed only if the developer incurs all costs associated <br /> with extension of necessary urban services and facilities , <br /> such as sewer , water and streets . <br /> 4 . Growth Management Areas Revisions <br /> The urban growth areas and high and low priority development <br /> areas are established to manage growth in Durham. However, <br /> • the conditions under which these growth management techniques <br /> were established are not static ; they may and probably will <br /> change in the year following adoption of the Comprehensive <br /> Plan. Consequently , the boundaries of these areas should be <br /> reviewed on a regular basis to determine if changing <br /> conditions necessitate boundary revisions . The review should <br /> be timed such that boundary revisions are made early in the <br /> chronology of the development of an annual annexation <br /> strategy , capital improvements program and City budget. This <br /> timing scheme insures that the changes in growth management <br /> boundaries are coordinated with other fiscal and urban <br /> services planning undertaken by the City. <br /> 5 . Infrastructure Financing <br /> a . New Philosophy <br /> The rapid pace of development in Durham and the expected <br /> future growth generate legitimate concerns among citizens <br /> and public officials about how new growth will be <br /> accommodated . These concerns are voiced at a time when <br /> City resources are severely strained , and Federal <br /> assistance to local governments is being reduced . <br /> Consequently , new methods of financing infrastructure <br /> improvements necessary to support growth are being <br /> examined . The City is rethinking its traditional "pay- <br /> as-you-go ", philosophy of public infrastructure <br /> improvements . <br />
