Ik <br /> Excerpts from Durham 2005 Comorehensive P'an <br /> 22 <br /> GROWTH MANAGEMENT <br /> A critical element of the Comprehensive Plan is its policies <br /> dealing with the relationship between future property <br /> development on the City ' s edges and the provision of urban <br /> services . The policies in this plan reflect a subtle but <br /> significant change in the City ' s approach to that relationship. <br /> In • general , Durham will take a more aggressive stance in <br /> directing urban growth through regulating the availability of <br /> urban services and encouraging public/private partnerships in <br /> infrastructure improvements . <br /> The impetus for a change in Durham ' s approach results from a <br /> combination of forces . The recent boom in development activity <br /> portends future rapiid growth . Development activity is presently <br /> concentrated in the southern areas , but may be expected to <br /> concentrate in the north ( i . e . , the Eno River basin) when <br /> Treyburn development stimulates additional growth . Sewer service <br /> is presently at practical capacity levels in several of the <br /> City ' s wastewater treatment basins . The City recognizes that , in <br /> the face of increasing demands for services and facilities and <br /> limited public resources for infrastructure improvements , public <br /> investments must be carefully applied , directed and timed to <br /> stimulate cost efficient development patterns . Likewise , private <br /> investments in infrastructure necessary to support new <br /> development must be secured , directed and timed to stimulate cost <br /> efficient development patterns . .
