( LUP) <br /> ( c) Establish Urban Service Areas for Chapel Hill , <br /> Carrboro, Hillsborough, Mebane, <br /> Durham and the <br /> service areC of the Orange me e Water <br /> System which will correspond wi hhe10 -year <br /> and 20-year Transition Areas , Water and sewer <br /> lines should be directed to those areas which <br /> contain and <br /> are appropriate for higher density <br /> levels of residential , . commercial and <br />
