C. 27278 <br /> Dear Mr. Collins: <br /> For several months now, the City of Durham and the Town of <br /> Hillsborough have been discussing an agreement whereby the City of <br /> Durham would sell water to the Town of Hillsborough during times of <br /> emergencies. In order to do this, it obviously will be necessary <br /> to construct a pipeline that will connect the two water systems. <br /> As a result, it becomes necessary to identify where along the route <br /> of that pipeline ownership changes from the Town of Hillsborough to <br /> the City of Durham. Such a point would logically be on a service <br /> area boundary line that might be agreed upon by the two utilities. <br /> Therefore, a portion of the agreement pertains to the establishment <br /> of a service area boundary between our respective utility systems. <br /> Neither utility is obligated to immediately provide service up to <br /> that boundary line; however, it does represent the maximum ultimate <br /> extension of either utility system. It was felt wise that this <br /> service area boundary apply to both water and sanitary sewer. The <br /> boundary line was delineated, based on the best judgement of <br /> engineers representing both utilities regarding where logical and <br /> economical engineering considerations suggested that the line be <br /> located. <br /> Since the City of Durham is also presently discussing service area <br /> boundary locations with OWASA and has reached a tentative agreement on <br /> the location of that line, it's location was likewise taken into <br /> consideration, realizing that at some point in time, the two <br /> boundary lines would need to interconnect so as to establish the <br /> interface between all three utility systems. . <br /> While we are sure there has probably been some discussion between <br /> your office and the Town of Hillsborough regarding this matter, the <br /> City Council wanted to be certain that your office was aware of the <br /> boundary line location.
