I call your atten- <br /> tion to features which depart from a mere water transmission <br /> agreement: <br /> 1. The cover letter which anticipates cost recovery <br /> from assessments for connection within a service <br /> area. <br /> 2. Section 1 establishing service area boundary for <br /> sewer as well as water. <br /> 3 . Section 3 states without permission of the town. <br /> What about permission of the County and in confor- <br /> mance with the County land use plan? <br /> 4 . Section 3 (i and j) basis for charges and who <br /> approves. <br /> 5. Section 11 does not qualify the fact that Hills- <br /> borough also has constraints such as following the <br /> County ordinance limits on withdrawals from the Eno <br /> River at Hillsborough. <br /> I will want to discuss with the Town Manager once I have <br /> your thoughts.
