12 <br /> Mr. Marvin Collins <br /> May 27 , 1987 <br /> Page Three - <br /> SEWER PERMIT REGULATION <br /> In addition to the jurisdiction of the Utilities Commission, which, among <br /> other things, regulates rates charged to customers and quality of service, North <br /> State is also subject to the jurisdiction of the Division of Environmental <br /> Community (DEM) of the Specifically,p l asewerrsystemsfownedrby Resources and <br /> Community Development. <br /> and operated under permits issued by DEM. The plans are <br /> DEM lans far each sewer system ardars <br /> reviewed and approved by DEM before construction commences. Also, <br /> on-site inspections at various stages of the construction process. Because <br /> of the jurisdiction of the Commission and DEM, North State, as a regulated public <br /> utility, is not in any way subject to the jurisdiction of the Division of Health <br /> Services (DHS) of the North Carolina Department of Human Resources.s. Tus,HNorlt <br /> Health <br /> State is not subject to the jurisdiction and review of the Orange County <br /> Department. <br /> PINEY MOUNTAIN SYSTEM <br /> The sewer system recommended by NSU for Piney Mountain is a central <br /> collection and disposal system (as opposed to individual syste s forfeach house) <br /> using low pressure pipe (LPP) technology and, thus, il be <br /> discharge system. The proposed system will consist of components at each house <br /> as well as the central system components. <br /> The components located at each house will consist of one 1200 gallon septic <br /> tank, one 620 gallon pump tank, one effluent pump, one electronic control panel, <br /> one audio and one visual high water alarm and three floats (i.e. pump on, pump <br /> off, and alarm activation) and a service main from the pump tank to the collection <br /> main located at the street. NSU will own all components of the system located <br /> at each house and, accordingly, will be responsible for all service, <br /> maintenance, and operation as well as replacement of components. <br /> The central system will consist of the collection mains located at the <br /> street, a central nitrification (i.e. sewage treatment field) , <br /> a reserve <br /> nitrification field (i.e. repair area) and a dosing station (i.e. subsurface <br /> waste water storage tanks) from which waste water is dosed or applied to the <br /> nitrification field by pumps regulated by a programmable controller. NSfowill <br /> own all components of the central system and, thus, will <br /> all operations, maintenance, service, repairs, and component replacements. <br /> As a matter of policy, North State requires that all parts of any sewer <br /> system that NSU will own and operate must be constructed or installed by pproved <br /> contractors. NSU inspects all work before any payments <br /> developer or builders constructing houses on individual lots. This policy is <br />
