The nature and location of the subdivision, includ- <br /> ing such considerations as topography, the <br /> surrounding area, present and future road plans , <br /> and public safety access justify private roads, and <br /> 2. One or more of the following conditions exist : <br /> a) the subdivision consists of less than ten ( 10 ) <br /> Jots ; <br /> • b ) the subdivision preserves a natural area <br /> through deed restriction and special design <br /> features; <br /> c) the subdivision does not include or abut any <br /> part of a thoroughfare or street shown on the <br /> Orange County thoroughfare plan or the <br /> thoroughfare plan of an Orange County munici - <br /> pality, or does not Ile within a designated <br /> transition area determined by the County ; <br /> d) the subdivision joins or extends an existing <br /> subdivision where the streets are private or <br /> unpaved and when the new subdivision shall be <br /> platted to connect with the streets of such <br /> existing subdivision and be compatible with <br />
