G1 MINUTES 1 <br /> 2 ORANGE COUNTY BOARD OF COMMISSIONERS <br /> 3 CONTINUED MEETING FROM AUGUST 3, 1987 <br /> AUGUST 4, 1987 <br /> 6 The Orange County Board of Commissioners met in continued session on <br /> 7 August 4, 1987 at 7: 30 in the Board of Commissioners' Room, Hillsborough, <br /> 8 North Carolina. <br /> 9 BOARD MEMBERS PRESENT: Chair Shirley E. Marshall and Commissioners <br /> 10 Moses Carey, Jr. , Stephen Halkiotis, John Hartwell and Don Willhoit. <br /> 11 STAFF PRESENT: Interim County Manager Albert Kittrell, Finance <br /> 12 Director Gordon Baker, Clerk to the Board Beverly Blythe, Purchasing <br /> 13 Director Pamela Jones, Budget Analyst Donna Wagner and Personnel Director <br /> 14 Beverly Whitehead. <br /> 15 <br /> 16 PROCLAMATION - STAGE II WATER ALERT <br /> 17 Chair Marshall read the proclamation declaring a Stage II Water Alert <br /> 18 for the County portion of the OWASA service area. (A copy of this <br /> 19 proclamation is in the permanent agenda file in the Clerk's Office) . <br /> 20 <br /> 21 PROJECT ORDINANCES FOR THE CAPITAL IMPROVEMENT PROJECTS <br /> 22 The Board reviewed all the project ordinances and agreed to the <br /> 23 following projects and costs: <br /> 24 Grady Brown Human Resources Center $ 15, 000 <br /> 25 Homestead Recreation Center $ 30,000 <br /> 26 Planning/Agriculture Building $ 56,250 <br /> 27 Hazardous Materials $ 18, 000 <br /> 28 <br /> ilk Northern Human Services (Cedar Grove) $ 13,000 <br /> New Courthouse Renovations (will be paid from present budget) <br /> Southern Human Services (Northside) $ 2,000 <br /> County Remapping $ 97,554 <br /> 32 Jail Renovation <br /> 33 Public Works Facility $ 82, 000 <br /> $ 130, 000 <br /> 34 Southern Orange Rescue Squad <br /> $ 1 <br /> 35 Courthouse - Bench Padding 5, 000 <br /> 36 Livestock/Horticulture Market $ 5, 000 <br /> 37 Agriculture and New Courthouse Renovations $ 29,100 <br /> 38 911 Center Land Purchase $ 9, 100 <br /> $ <br /> 39 Emergency Services Ambulances 34, 000 <br /> $ 4 <br /> 40 TOTAL 87-88 REVISED CIP 1, 904 <br /> 41 $ 541,904 <br /> 42 DAY CARE <br /> 43 Social Services Director Marti Pryor-Cook distributed information to <br /> 44 the Board and stated that the reallocated figure of $75,000 is an <br /> 45 estimated figure. The policy has been changed to include more centers <br /> 46 across the state being eligible to participate in the program. <br /> 47 Marti Pryor-Cook stated that currently there are 290 children <br /> 48 receiving daycare subsidy. Forty will be entering kindergarden reducing <br /> 49 the figure to 250. There are 367 on the waiting list for daycare. The <br /> 50 County is mandated to subsidize those children covered by protective <br /> 51 services. <br /> 52 Chair Marshall expressed a concern of subsidizing some children 100% <br /> 53 when there are other children on the waiting list who are just as <br /> 54 qualified but for which funds are not available. <br /> Discussion ensued on how best to fund daycare and maintain some equity <br /> ii/ in subsidizing those who are qualified. <br /> 57 <br /> 58 MOTION was made by Commissioner Carey, seconded by Commissioner <br /> 59 Halkiotis to place $98, 000 in contingency for day care for phase out with <br />
