Marshall and Commissioners <br /> Moses Carey, Jr. , Stephen Halkiotis, John Hartwell and Don Willhoit. <br /> STAFF PRESENT: Interim County Manager Albert Kittrell, Finance <br /> Director Gordon Baker, Clerk to the Board Beverly Blythe, Purchasing <br /> Director Pamela Jones, Budget Analyst Donna Wagner and Personnel Director <br /> Beverly Whitehead. <br /> PROCLAMATION - STAGE II WATER ALERT <br /> Chair Marshall read the proclamation declaring a Stage II Water Alert <br /> for the County portion of the OWASA service area. (A copy of this <br /> proclamation is in the permanent agenda file in the Clerk's Office) . <br /> PROJECT ORDINANCES FOR THE CAPITAL IMPROVEMENT PROJECTS <br /> The Board reviewed all the project ordinances and agreed to the <br /> following projects and costs: <br /> Grady Brown Human Resources Center $ 15,000 <br /> Homestead Recreation Center $ 30,000 <br /> Planning/Agriculture Building $ 56,250 <br /> Hazardous Materials $ 18, 000 <br /> Northern Human Services (Cedar Grove) $ 13, 000 <br /> New Courthouse Renovations (will be paid from present budget) <br /> Southern Human Services (Northside) $ 2, 000 <br /> County Remapping $ 97,554 <br /> Jail Renovation $ 82,000 <br /> Public Works Facility $ 130,000 <br /> Southern Orange Rescue Squad $ 10, 000 <br /> Courthouse - Bench Padding $ 5, 000 <br /> Livestock/Horticulture Market $ 25, 000 <br /> Agriculture and New Courthouse Renovations $ 9, 100 <br /> 911 Center Land Purchase $ 15,000 <br /> Emergency Services Ambulances $ 34, 000 <br /> TOTAL 87-88 REVISED CIP $ 541,904 <br /> DAY CARE <br /> Social Services Director Marti Pryor-Cook distributed information to <br /> the Board and stated that the reallocated figure of $75,000 is an <br /> estimated figure. The policy has been changed to include more centers <br /> across the state being eligible to participate in the program. <br /> Marti Pryor-Cook stated that currently there are 290 children <br /> receiving daycare subsidy. Forty will be entering kindergarden reducing <br /> the figure to 250. There are 367 on the waiting list for daycare. The <br /> County is mandated to subsidize those children covered by protective <br /> services. <br /> Chair Marshall expressed a concern of subsidizing some children 100% <br /> when there are other children on the waiting list who are just as <br /> qualified but for which funds are not available. <br /> Discussion ensued on how best to fund daycare and maintain some equity <br /> in subsidizing those who are qualified. <br />
