The sales and use taxes are collected by the state and <br /> distributed to counties and municipalities using two basic <br /> methods , per capital or Ad Valorem. Orange County ' s sales <br /> and use taxes are distributed using the per capital method. <br /> In fiscal year 1985/86 sales and use taxes represented 17. 9% of <br /> all revenues . The current year estimated sales tax receipts <br /> account for 19 . 9% of the current year estimated revenues and <br /> in the manager' s recommended budget this tax is 19 . 7% of total <br /> revenue . This rise in percentage is due to the enactment of <br /> the additional 1 sales tax during the 1986-87 fiscal year. <br /> While the percentage of sales tax revenues to total revenue <br /> is up, the 14 sales tax has actually experienced a decline <br /> during 1986-87. Also, the .4 sales tax revenue has not <br /> achieved the level of growth that has taken place in previous <br /> fiscal years . It is believed that a decline in use tax collections <br /> for Orange County is the cause of this decline . This is the <br /> result of construction levels being down in the County from <br /> previous years . <br /> Portions of the county ' s m4 and additional )4 sales have been <br /> dedicated to capital reserve funds in order to finance school <br /> and county capital projects . The original 12 4 sales tax has <br /> generated 2 . 6 million dollars over the last 2 years , and 1. 4 <br /> million is projected for the current year. Approximately $1 <br /> million in proceeds from the additional 1C sales tax is estimated <br /> for the current year. <br /> 3 . Animal Tax - This is a tax levied on the privledge of keeping <br /> animals . The county is free to choose which animals to tax, with <br /> the exception of livestock . The county is also free to choose <br /> the rate of taxation . Orange County ' s animal tax is on dogs <br /> only and the rate is $5 . 00 per dog. $46 , 000 in revenues were <br /> generated in fiscal year 1985/86 . $48 , 600 is projected for the <br /> current year, and $49 , 000 is in the manager ' s recommended budget <br /> for 87/88. <br /> 4. Franchise Tax - Franchises are special priviledges granted by <br /> local governments to engage in certain types of businesses . <br /> In Orange County franchise fees are received from Cablevision <br /> Companies . <br /> -2- <br />
