The Manager' s Recommended Budget also includes several reclassifications , <br /> resulting from significant changes in job duties , and salary grade revisions <br /> based on a labor market survey conducted by the Personnel Department . I <br /> want to draw the Board' s attention specifically to two occupational series <br /> that will be affected by the salary grade revisions . They are the clerical <br /> series and eligibility series . The County ' s turnover rate in these two <br /> areas are significantly high . Both from an internal equity perspective , <br /> as well as labor market competitiveness , we recommend a one-grade range <br /> ajustment for employees assigned to these series . <br /> The responsibility for approving a pay plan is fixed with you, ,as , <br /> the Board of Commissioners . The function of the pay plan in the personnel <br /> system is to provide for the equitable pay of employees and to assist in <br /> the consideration of budgetary and financial problems involving salary <br /> and wage payments . A pay plan obviates the necessity for considering <br /> individual positions and provides equitable treatment for all . <br /> To facilitate implementation of the Schedule , the Board may wish to <br /> consider and approve one of the two alternatives provided below : <br /> There are policy issues that must be considered in installing a new <br /> salary schedule .
