Federal cutbacks have had a major affect on intergovernmental <br /> revenues . This is evident in the loss of General Revenue sharing <br /> and the increases in the local contributions for Health and <br /> Social Services programs . Approximately 14% of all revenues are <br /> Intergovernmental Revenues . <br /> D. Charges For Services This category of revenue is composed mainly <br /> of user charges . Fees are charged for particular services that are <br /> provided. Some of these charges or fees are regulated by State <br /> statutes while others are regulated by local legislation . In some <br /> departments these charges cover the entire operating costs and in <br /> others they contribute a very minimal portion. Major revenues in <br /> this category include : <br /> • <br /> 1 . Register of Deeds Fees - Most of these fees are regulated <br /> by the State and are approximately .50% • of all charges for <br /> services . Fees generated by the Register of Deeds are more <br /> than sufficient to cover operating costs within the department . <br /> The major fees charged by the Register of Deeds include ; <br /> Vital Records , Recording Fees , Excise Stamps and Copy Charges . <br /> 2 . Health Fees - Fees charged by the Health Department include <br /> Maternal & Child Health Clinic Fees , Well and Septic Inspection <br /> Fees , Family Planning Fees and Dental Fees . In the current <br /> year these fees are projected to cover approximately 12% of <br /> the operating costs of the Health Department. <br /> 3 . Recreation Fees - Recreation fees mainly consist of charges <br /> for participation in various recreation activities . These fees <br /> cover approximately 12% of the operating costs of the department. <br /> 4 . ABC Law Enforcement - This revenue category is the result of <br /> a contract between the Sheriff' s Department and the ABC Board. <br /> The Sheriff provides deputies to handle ABC matters and is <br /> reimbursed the total cost of providing this service . <br /> 5 . Collection Fees - These are fees charged to each municipality <br /> for the collection of property taxes . The fee is based on a <br /> formula contained in the contracts for each municipality.. The <br /> formula is based on number of bills collected and operating costs <br /> of the Tax Department . The County has had consolidated collections <br /> since September, 1978 . <br /> 6 . Planning Fees - Fees in this category include charges for <br /> Soil and Erosion Permits and Grading Permits .
