8. Aging RSVP Grant - Like the title III B grants , the RSVP grant <br /> is also a federal grant . The amount of this grant has remained <br /> the same. over the past three years (24 , 775). This grant assists <br /> in the operation of the retired senoir volunteer program. In <br /> the recommended budget this grant will cover 41% of the total <br /> RSVP expenditures . <br /> 9 . Child Support Enforcement - Support enforcement revenues are <br /> similar to Social Services . These revenues are a combination <br /> of federal and state resources . Local resources are not <br /> necessary in the operations of the support enforcement department. <br /> This is mainly because of the AFDC IVD incentive payments earned <br /> by support enforcement . In fiscal year 1985-86 support <br /> enforcement expenditures totaled $83 , 344 . 00 . Grant revenues <br /> totaled $59 , 479 . 00 and incentive payments totaled $69 , 449 . <br /> This program earned $45 , 584 . 00 . According to the manager' s <br /> recommended budget , this program will escrow $20 , 558. 00 in <br /> fiscal year 87-88 . <br /> 10 . Community Based Alternatives - These state revenues subsidize <br /> programs such as Sheaffer House , Project Attend, Adolescent Day <br /> Treatment , and County 4-H youth programs . These revenues represent <br /> 64% of total CBA expenditures in the manager' s recommended. <br /> 11 . Intangibles Tax - The General Assembly has classified certain <br /> types of property as intangible personal property and removed <br /> them from the property tax base . These categories of property <br /> are taxed by the State on behalf of Local Governments . These <br /> categories, of property include : <br /> a . Accounts Receivable <br /> b. Shares of Stock <br /> c. Beneficial interests in Foreign trusts <br /> d. Bonds , notes , etc . <br /> Although this tax is levied by the State , most of the proceeds <br /> are retained to Counties and Cities . In fiscal year 1985/86 <br /> intangibles tax was 4. 4% of all revenue . <br /> 12 . Other Intergovernmental - There are other revenue sources in <br /> the intergovernmental category. Most are relatively small sums . <br /> The revenues in this category include ; Emergency Food & Shelter, <br /> Jail Food Grant , 15% Revenue Loss (Homestead exemption) , Payments <br /> In-Lieu of taxes , Safe Roads Act , Economic Development Local Grants , <br /> and RSVP Local Grants . <br /> -5- <br />
