APPROVED FEBRUARY 1, 1988 <br /> MINUTES <br /> SPECIAL MEETING <br /> AND <br /> BUDGET WORK SESSION <br /> ORANGE COUNTY BOARD OF COMMISSIONERS <br /> JUNE 15, 1987 <br /> The Orange County Board of Commissioners met in special session on <br /> June 15, 1987 at 4:00 in the Board of Commissioners' Room, Hillsborough, <br /> North Carolina for the purpose of considering a resolution providing for <br /> the issuance of $200, 000 Sanitary Sewer Bond Anticipation Notes and a <br /> budget work session. . <br /> BOARD MEMBERS PRESENT: Chair Shirley E. Marshall and Commissioners <br /> Moses Carey, Jr. , Stephen Halkiotis, John Hartwell, and Don Willhoit <br /> (arrived at 4: 15) . <br /> ATTORNEY PRESENT: Geoffrey Gledhill. <br /> STAFF PRESENT: County Manager Kenneth R. Thompson, Assistant County <br /> Managers Bill Laws and Albert Kittrell, Director of EMS Bobby Baker, <br /> Finance Director Gordon Baker, Clerk to the Board Beverly Blythe, Deputy <br /> Finance Officer Ken Chavious, Purchasing Director Pam Jones, Public Works <br /> Director Wilbur McAdoo, Sheriff Pendergrass, Administrative Secretary Sue <br /> Pope, Major Don Truelove, Budget Analyst Donna Wagner and Personnel <br /> Director Beverly Whitehead. <br /> FIRE MARSHALL'S POSITION <br /> Chief Lloyd made the presentation. He stated that the volunteer <br /> firemen are doing a tremendous job but that there is not enough time to do <br /> everything that is required. All the fire departments support the fire <br /> marshall's position with the exception of Hillsborough and they do not <br /> oppose the request. The main job of the fire marshall would be the coor- <br /> dination of information and equipment. He asked that the position be <br /> funded -- if not for an entire year then for half a year. <br /> Chair Marshall outlined the procedure that will be followed for the <br /> markup/markdown list. <br /> Ken Thompson indicated the fire marshall would be placed in the EMS <br /> Department. One of the main objectives would be to lower the fire <br /> district rate which would result in lower insurance costs for homeowners. <br /> This person would also do fire inspections throughout the County which <br /> presently are not being conducted. The County needs to adopt a County <br /> fire prevention code which may not be more stringent than the State <br /> Building Code without special permission from the Building Code Council. <br /> The Board requested that Bobby Baker do a study on this entire subject <br /> and bring back to the Board a recommendation before January 1, 1988 for <br /> consideration to be included in the 1988-89 budget. <br /> HAZARDOUS MATERIALS BUDGET <br /> Ken Thompson noted that the request for $18, 000 was cut by $8, 000 and <br /> he proposed that this amount be added to the markup list and the Board <br /> agreed. <br /> RESOLUTION FOR PROVIDING FOR THE ISSUANCE OF SANITARY SEWER BOND <br /> ANTICIPATION NOTES (A complete copy of the resolution is attached to <br /> these minutes in the Minute Book on pages Irn b6 21 <br /> Attorney Geoffrey Gledhill explained that the County is selling <br /> notes in anticipation of selling bonds. It is important that this be done <br /> in this fiscal year. The resolution is necessary in order to obtain the <br /> grants from Farmers Home Administration in order for the County to incur <br />
