1 <br /> APPROVED 7/6/87 <br /> ORANGE COUNTY BOARD OF COMMISSIONERS <br /> MINUTES <br /> JUNE 8, 1987 PUBLIC HEARING <br /> 1987-88 BUDGET <br /> The Orange County Board of Commissioners met on June 8, 1987 at 7:30 <br /> p.m. in Superior Courtroom, Orange County Courthouse, Hillsborough, North <br /> Carolina for the purpose of holding a public hearing on the 1987-88 <br /> Manager's Recommended Budget. <br /> COMMISSIONERS PRESENT: Chair Shirley E. Marshall and Commissioners <br /> Moses Carey, Jr. , Stephen Halkiotis, John Hartwell and Don Willhoit. <br /> STAFF PRESENT: County Manager Kenneth R. Thompson, Assistant County <br /> Managers William T. Laws and Albert Kittrell, Finance Director Gordon <br /> Baker, Clerk to the Board Beverly A. Blythe, Deputy Finance Officer Ken <br /> Chavious, Budget/Management Analyst Donna Wagner. <br /> PUBLIC CHARGE <br /> Chair Marshall read the public charge as written in the rules <br /> governing the procedures of the Board. <br /> MANAGER'S PRESENTATION <br /> County Manager Kenneth R. Thompson referred to the handout and made <br /> the following comments: <br /> 1. The proposed budget for 1987-88 totals 30.9 Million which. is <br /> 13 .2% or 3 . 6 million higher than last years budget. <br /> 2 . As a result of the new tax law passed by the 1986 General <br /> Assembly the County has experienced a net tax base erosion of 2 .2 million. <br /> The County lost Non-ad valorem revenues totaling 1, 070, 000. <br /> 3 . The recommended expenditure will enable the continuation of the <br /> programs at their current level for the schools and the County. <br /> 4 . The per pupil cost would increase $78. 00 - from $778 per pupil to <br /> $851 per pupil. <br /> 5. For capital, the Manager is recommended 1. 1 million for County <br /> capital purposes; for Orange Schools 1. 3 million; and for Chapel Hill 1.7 <br /> million. <br /> 6. The recommended revenue sources include 18.7 million or 60.8% <br /> from the property tax, 19.7% from sales tax, and 14% from intergovern- <br /> mental revenue. <br /> 7. The recommended property tax rate is 59 cents per $100 of value <br /> or a 27. 1 increase over 1986-87. This is nine cents over the effective <br /> equalization rate last year. <br /> 8. The recommended supplemental district tax is 15.7 cents per $100 <br /> of value or . 3 cents over the equalization rate for the Chapel Hill- <br /> Carrboro School District. <br /> 9. If all requests were to be funded, it would take a 67.9 cents per <br /> $100 value and a supplemental district tax of 17.8. <br /> Chair Marshall entered into the record a letter from Jane Masks <br /> regarding the critical school bus situation. This letter is in the <br /> permanent agenda file located in the Clerk's office. <br /> THE PUBLIC HEARING WAS OPEN FOR CITIZEN COMMENTS <br /> 1.
