Ddb n CD ir <br /> Lisa Packenham stated that Mr. Wilson had indicated <br /> that the pumps had been removed from Lake Michael and <br /> it is no longer the primary water supply for the Town <br /> of Mebane. <br /> Jacobs stated that Mr. Wilson indicated that he <br /> welcomed the opportunity for his board to participate <br /> in the courtesy review process. <br /> Discussion followed concerning the point at which <br /> maintenance of the detention ponds would released to <br /> the Homeowners Association. It seemed to be the <br /> consensus of the Board, and agreed to by the developer, <br /> that the developer would be completely responsible for <br /> the maintenance of the ponds until the 20th lot was <br /> sold and then be released to the Homeowners <br /> Association. The developer would be a member of the <br /> association as owner of the remaining lots and thus <br /> share in maintenance responsibility. <br /> There were questions regarding NCDOT's conditions <br /> before final approval. Kirk responded that the final <br /> plat will have NCDOT stamp when presented to the <br /> Planning Board which indicates that NCDOT conditions <br /> have been met. <br /> Margison inquired if requirements for maintenance of <br /> the detention ponds had been established. <br /> responded that these could be added as rtcoof <br /> rt of <br /> condition #3 and he also wished to add a condtion <br /> regarding courtesy review recommendations from the Town <br /> of Mebane. <br /> Jacobs stated he would like to see samples of some <br /> Homeowners Association agreements in order to inform <br /> the public better of the purpose of the associations <br /> and the responsibilities involved when signing such an <br /> agreement. <br /> By consensus, the Board added the following statement <br /> to Condition #3 : <br /> The homeowners association agreement shall be submitted <br /> to the Planning Board prior to final plat approval and <br /> shall spell out maintenance recommendations from the <br /> County Erosion Control Officer and shall specify that <br /> the developer will contribute to the homeowners associ- <br /> ation in accordance with the number of lots the <br /> developer owns. <br /> Also, by consensus, the following condition was added; <br /> Prior to final approval, the Orange County Planning <br /> Board reserves the right to review and make additional <br /> conditions based on courtesy review recommendations <br /> from the Town of Mebane Planning Board. <br />
