020 <br /> PROCLAMATION <br /> WHEREAS, rape and sexual assaults are violent crimes <br /> committed against females and males of all ages and economic <br /> groups; and <br /> WHEREAS, rape in Orange county has been one of the <br /> fastest growing violent crimes in recent years, with an <br /> average of 60 sexual assaults per year reported to the Orange <br /> County Rape Crisis Center; and <br /> WHEREAS, during 1986, 70 sexual assaults were reported <br /> in Orange County; and <br /> WHEREAS, rapes have been most frequently reported in the <br /> late summer months and are reported to be increasing on the <br /> college campus; and <br /> WHEREAS, there are precautions that can be taken to <br /> lessen the likelihood of sexual assaults, and the Rape Crisis <br /> Center, law enforcement and other social service agencies are <br /> providing training in self-protection; now <br /> THEREFORE, We, the Orange County Hoard of Commissioners <br /> in full recognition and appreciation of the efforts for the <br /> prevention of rape and sexual assault in Orange County, do <br /> hereby proclaim the month of June 1987 as <br /> RAPE PREVENTION MONTH IN ORANGE COUNTY <br /> North Carolina and do urge all citizens to seek preventive <br /> information and to educate their children as well. We urge <br /> all citizens and county, local and state agencies and organ- <br /> izations involved in the criminal justice system to devote <br /> special attention to the prevention of these crimes and to <br /> the needs of the victims. We urge all other agencies and <br /> organizations to join in the redoubling of efforts to make <br /> the system of care in Orange County more responsive to the <br /> needs of victims of sexual assault. <br /> (SEAL) <br /> Shirley E.
