Those concerns identified as problems by 2/3 or <br /> more of the respondents and used when drawing up the Draft <br /> Plan were as follows: <br /> Growth of Durham to the northwest <br /> Loss of agricultural land <br /> Too much residential development <br /> Soil erosion <br /> Development in environmentally sensitive areas <br /> (4) Preparation of the Draft Plan <br /> In preparation of the Draft Plan, alternative forms the Plan <br /> could take were discussed. The following issues were <br /> focused on: <br /> 1) Protection of environmentally sensitive areas, i.e, <br /> assuming there is going to be more residential <br /> development, where is the best place for it given the <br /> environmentally sensitive areas discussed earlier. <br /> 2) Development Trends - What would the plan look like if <br /> development trends were used to determine new <br /> residential areas? <br /> 3) Citizen preferences - Using the responses from the <br /> questionnaires, where would residential and commercial <br /> areas be? <br /> Considering the existing plan along with the foregoing <br /> issues, Staff endeavored to use the best features of each to <br /> produce the Draft Plan. <br /> II. Existing Plan <br /> The following organizing concepts were used in doing the 1981 <br /> Plan. <br /> (1) Agricultural operations in the Township should be protected <br /> against disruption due to non-farm development. Residential <br /> development should be directed away from prime farm lands. <br /> (2) The rural, low-density residential character of the Township <br /> should be maintained. <br /> (3) The Caldwell and Schley areas exhibit the characteristics of <br /> a crossroads community within the Township, a character which <br /> should be enhanced. <br /> (4) A need for some commercial and industrial activities, <br /> especially agricultural support services, exists and should <br /> be accommodated. <br />
