7 <br /> Alert shall demonstrate to the satisfaction of the the <br /> county manager that its system meets the minimum technical <br /> standards offered in its December 1986 proposal and prescribed in <br /> this franchise by providing test results from tests performed at <br /> the terminus of its system and at random points along its system. <br /> These tests shall be performed weekly with each weekly test <br /> including the test results performed at the terminus of the <br /> system. Random testing results shall result in the entire system <br /> being tested every three months . In all other respects the <br /> procedures outlined in the monitor tests and monitor point tests <br /> contained in Alert's December 1986 proposal to the County shall <br /> be followed. <br /> B. In addition to the other service area and line <br /> extension commitments contained in its proposal, grantee shall <br /> construct and activate at least 7 .2 miles of plant as indicated <br /> in the "TO BE BUILT IN 1987" portion of its proposal before the <br /> end of 1987. Construction shall begin as soon as practicable and <br /> as prescribed in Section X of the ordinance. This 7 . 2 mile <br /> portion of the system of grantee shall be activated no later than <br /> December 31, 1987. <br /> Notwithstanding the extension policy required herein and as <br /> proposed by grantee, grantee shall not be required to <br /> "overbuild . " The term "overbuild" as used herein shall mean <br /> paralleling with Feeder Line the Feeder Line of another <br /> franchised cable operator in the unincorporated areas of the <br /> county in order to serve dwellings along the paralleled Feeder <br />
