T. Rolan. As Director of Water Resources <br /> for the City of Durham, I am responsible for the development, <br /> operation and maintenance of Durham's water supply, water treat- <br /> ment and wastewater treatment facilities. I appreciate this <br /> opportunity to speak to you about watershed protection as it re- <br /> lates to the matter before you tonight. <br /> Since the very beginning of the development of a municipal <br /> water supply for Durham, the City has looked to the three rivers <br /> of the Upper Neuse Basin : Eno, Little and Flat Rivers. The <br /> first water supply for Durham was the Eno River and one of its <br /> tributaries, the Nancy Rhodes Branch in Durham County. In the <br /> early 1900' s, the Eno was abandoned as a water supply because of <br /> pollution in the river and a new supply was developed on the re- <br /> latively pristine Flat River. Later a dam was constructed on the <br /> Flat River to form Lake Michie which has served the citizens of <br /> Durham and some in Orange County for many years. <br /> In 1962, the City of Durham requested and was granted the <br /> reclassification of portions of the Eno and all of the Little <br /> River to the "A II" "water supply source" classification. (See <br /> Attachment A: Council Resolution) <br /> In 1974, the City of Durham began planning for a new water <br /> supply reservoir on the Little River north of Durham. This <br /> project is now almost complete and will cost approximately $30 <br /> million. <br /> In 1984, the City Council passed a Watershed Protection <br /> Ordinance for the protection of the Falls and Jordan Lakes as <br /> well as providing for the protection of Little River and Lake <br /> Michie once the City's jurisdiction might expand to include these <br /> lake watersheds. We also worked closely with Durham County on <br /> the development of a County Watershed Protection Ordinance in <br /> 1985.
