There were three (3) respondents <br /> (tabulation attached) . <br /> The lowest bid was submitted by Lanzo Construction Co. <br /> for a total of $1,192,395. This figure includes the base <br /> bid plus Alternate A. Alternate A provides for the <br /> installation of a main drain line to the pump station and, <br /> though an integral addition to the project, does not <br /> materially increase project cost. <br /> While the bid was viewed by the Engineer and County staff as <br /> an excellent bid, the following factors complicate the <br /> award: <br /> Funding: <br /> 1. ) Senate Bill 2 funds (approx. $450,000) are <br /> anticipated but are currently being held up. Funds <br /> were passed by the House during the week of May 25. <br /> The date it is heard in the Senate is not yet <br /> available. <br /> 2. ) Time frame: This problem is three fold. <br /> First, bids were taken on April 9. Bonds are in force for <br /> only 60 days after bid submission, therefore June 9 will <br /> be the expiration date of the lowest bidders bond. By <br /> law, we cannot award a bid of this dollar amount without <br /> appropriate bonding. The bonding company has shown <br /> resistance to extending the expiration date. The issue is <br /> being pursued, but to date is unresolved. They have <br /> promised a decision on Tuesday, June 2. <br />
