Hunter , the NC State yoter- <br /> inarian , supports the issue of reouiring cats to wear valid <br /> rabies tags and identifice_tion tags. We did not have h / s letter <br /> in hand at the time . but I am forwarding it to you (Attachment <br /> 1 ) . <br /> I would also like to give you Orange County License <br /> statistics for dog owners owning six or more doos. It maY not be <br /> surprising that out of the 9,618 dogs licensed in 1986, onlx 49 <br /> residents claimed to own more than five dogs. <br /> 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 20+ <br /> 15 12 4 2 6 3 4 2 0 O 0 O O C 1 O <br /> total : 49 <br /> I would guess that peooYe are not register ) ng their dogs: <br /> however , it can be viewed two ways: either thaY are not <br /> complying to license recuirsnnents or there are not that many <br /> multi -doQ owners in Oranne County. <br /> Wh / le the noncommercial kennel status is not exhorted to te a <br /> revenue source in itself ( the County could very well not charge <br /> for this status. instead having a check only on the license form <br /> to indicate noncommercial status) , it would allow monitor / no of <br /> situations where dogs are kept under cruel and inhumane condi - <br /> tions. Unfortunate7y , we often get cruelty and neglect com- <br /> plaints against owners of larger numbers of doos , but we often- <br /> times cannot adequately investigate because unless the person who <br /> has seen the conditions ia willing to come to the magistrate's <br /> office , it is very difficult if not impossible for a cruelty <br /> investigatop to gain access to insoect the animals. This access <br /> when there are complaints is what is sought in the ordinance . <br /> This section of the ordi`nance should not reou | re any additional <br /> enimal control officers to enforce . <br />
