June 2, 1987 <br /> Orange County Commissioners <br /> 106 East Margaret Lane <br /> Hillsborough, NC 27278 <br /> SUBJECT: Proposed Animal Control Ordinance <br /> REFERENCE: Public Hearing on subject, 5/26/87. <br /> As presidents of four primary hunting clubs in northern Orange <br /> County, we would like to take this opportunity to reemphasize the <br /> clubs ' position on the proposed Animal Control Ordinance. Three <br /> of the four clubs were chartered more than twenty 1986 membership of the four clubs exceededetwo hundred <br /> fifty members, with almost all members being community <br /> landowners. First of all, we are not opposed to the proposed <br /> ordinance, however, there are five items which we feel are <br /> unfair, unaffordable or not practical. <br /> The five items are: <br /> SECTION IV - ANIMAL LICENSE FEES <br /> "The fees of unspayed or unneutered dogs and cats shall be higher <br /> than those of neutered animals" . <br /> We strongly oppose this for previously stated reasons given at <br /> the public hearing. We support the same animal license fee for <br /> all animals. it will cost the same amount to register and track <br /> a cat or dog whether it has been neutered or not. This will be <br /> the most equitable license policy for all pet owners. <br /> SECTION VII PAGE 5 AND 7 - DEFINITIONS: NON-COMMERCIAL AND <br /> COMMERCIAL KENNELS <br /> We object to anyone being classified as kennel owners simply <br /> because they may own more than 5 animals for non-commerical <br /> kennel and more than 15 animals for commercial kennel. Webster' s <br /> dictionary defines establishment as "a place of business or <br /> residence with its furnishings and staff" . <br /> We propose you substitute "place of business" for establishment <br /> and delete the statements referring to the number of animals <br /> defining a kennel. <br />
