June 2, 1987 Orange County Commissioners 106 East Margaret Lane Hillsborough, NC 27278 SUBJECT: Proposed Animal Control Ordinance REFERENCE: Public Hearing on subject, 5/26/87. As presidents of four primary hunting clubs in northern Orange County, we would like to take this opportunity to reemphasize the clubs ' position on the proposed Animal Control Ordinance. Three of the four clubs were chartered more than twenty 1986 membership of the four clubs exceededetwo hundred fifty members, with almost all members being community landowners. First of all, we are not opposed to the proposed ordinance, however, there are five items which we feel are unfair, unaffordable or not practical. The five items are: SECTION IV - ANIMAL LICENSE FEES "The fees of unspayed or unneutered dogs and cats shall be higher than those of neutered animals" . We strongly oppose this for previously stated reasons given at the public hearing. We support the same animal license fee for all animals. it will cost the same amount to register and track a cat or dog whether it has been neutered or not. This will be the most equitable license policy for all pet owners. SECTION VII PAGE 5 AND 7 - DEFINITIONS: NON-COMMERCIAL AND COMMERCIAL KENNELS We object to anyone being classified as kennel owners simply because they may own more than 5 animals for non-commerical kennel and more than 15 animals for commercial kennel. Webster' s dictionary defines establishment as "a place of business or residence with its furnishings and staff" . We propose you substitute "place of business" for establishment and delete the statements referring to the number of animals defining a kennel.
