To control the animal population <br /> . To promote responsible animal ownership <br /> . To respect rights and property <br /> Components of a Comprehensive Animal Control Program <br /> To meet these goals , the program must be comprehensive, in <br /> its components and in its management . We expect and support the <br /> following program components: <br /> ▪ A comprehensive and enforceable ordinance <br /> . Strict enforcement of that ordinance <br /> . Incentives for pet population control and <br /> ordinance compliance <br /> . A comprehensive public education program <br /> . An accessible and affordable spay/neuter program <br /> . Sufficient staff, facilities, and equipment <br /> Animal Control Program Management <br /> The Program Director will be professionally qualified to <br /> provide the necessary leadership to meet these goals and manage <br /> these program components . Among other things, the Program <br /> Director will assure the following: <br /> . All Animal Control Program staff will be qualified <br /> and properly trained to perform their functions in a <br /> professional manner. <br />
