06'' <br /> PROPOSED JPA LAND USE PLAN TEXT AMENDMENT <br /> PAGE 2 <br /> matter was then referred to the Town and the Orange County <br /> Planning Board for recommendation . <br /> On April 13, 1987 , the Chapel Hill Town Council adopted a <br /> resolution which indicated : <br /> ( 1 ) That a density of one dwelling unit per two acres of <br /> land to be an appropriate density for the Rural Buffer; <br /> and <br /> (2) That the Orange County Board of Commissioners not change <br /> zoning designations in the Rural Buffer as requested by <br /> citizen petitions. <br /> The Planning Board met on April 27 , 1987, and recommended <br /> approval of the citizen petition for a reduction in the <br /> Rural Buffer lot size standard as contained in the text of <br /> the JPA Land Use Plan. The Planning Board recommends that <br /> the lot size standard be reduced from two ( 2) acres to one <br /> ( 1 ) acre. The Planning Board approved this recommendation <br /> by a vote of 5-3. <br /> RECOMMENDATION: The Manager recommends : ( 1 ) Board action at this time <br /> inasmuch as recommendations have been received from the <br /> other party to the Joint Planning Agreement and the Orange <br /> County Planning Board; and ( 2) retention of the two-acre <br /> minimum lot size standard in the Joint Planning Area Land <br /> Use Plan as originally adopted October 13, 1986 and made a <br /> part of the Zoning Ordinance on January 5, 1987 . <br />
