MM 064 <br /> The application for preliminary subdivision plat <br /> approval was received on January 30, 1987 . The 85-day <br /> review period expired on April 24, 1987 . The plat <br /> would have been considered by the Planning Board on <br /> April 20, 1987, but the meeting was postponed to <br /> April 27 , 1987 due to a County holiday. <br /> Crudup continued noting that in regard to condition <br /> #2, the Orange County Recreation Parks and Recreation <br /> Director had negotiated with Mr. Lloyd for dedication <br /> of the entire stream buffer area. However, Mr. Lloyd <br /> responded that he does not wish to dedicate <br /> additional area. ( See copy of attached memo) . <br /> The applicant, Carl Lloyd responding to a question by <br /> Yuhasz, said that he had no problem with the 30 foot <br /> pedestrian easement required in condition #3. <br /> In regard to condition #4, the road name is Holly <br /> Creek Lane. <br /> Jacobs inquired if the owner-maintained tracts 1 , 2 <br /> and 3 were developed, would the road be upgraded to <br /> State standards and dedicated public. <br /> Szymik responded that, as the private road assessment <br /> indicated, development density in the subdivision <br /> would not meet NCDOT requirements for State main- <br /> tained roads. With as few as five (5 ) additional <br /> lots created by further subdivision, the density <br /> requirement would be met. The subdivision was <br /> designed, by keeping the road easement in single <br /> ownership, to facilitate public dedication. <br /> MOTION: Yuhasz moved approval with staff conditions. <br /> Seconded by Walters. <br /> VOTE: Unanimous. <br /> Jacobs stated that the applicant might wish to <br /> consider a conservation easement on the stream <br /> buffer. This would also provide a tax break for the <br /> owner. <br /> g. Hunters Woods - Preliminary Plat <br /> (Bingham Township) <br /> Presentation by Crudup. <br /> This plan is for the division of lots 3 and 4 of <br /> Hunters ' Woods. <br /> The property is located in Bingham Township south of <br />
