044 <br /> RECOMMENDATION <br /> After reviewing the agencies' input, evaluating each agency <br /> in terms of the criteria and discussing the relative strengths of <br /> each option the Funding and Coordination Committee has come to <br /> consensus about the best suited agency to serve as the "parent" <br /> for these services. While arguments could be made for each of <br /> the six agencies, the Orange Person-Chatham Mental Health Center <br /> was seen as the agency that could best coordinate and deliver <br /> services to emotionally troubled preschoolers, their families and <br /> center-based child care programs. In the past this agency has <br /> actually provided consultation services for emotionally troubled <br /> preschoolers in the center-based programs in the county through <br /> Project Early Aid. OPC MHA also has previously operated a <br /> therapeutic preschool in this county and currently operates one <br /> in another county in their catchment area. The agency as part of <br /> its range of services provides counseling services to families <br /> and this service could help support the provision of services to <br /> emotionally troubled preschoolers. In addition the agency <br /> already screens and provides services to preschoolers with <br /> developmental delays. This service would also nicely complement <br /> services to children with emotionally troubling behaviors as <br /> often such children exhibit miltiple disabilities. Finally the <br /> agency has an administrative structure that can support such a <br /> program, if given the necessary funds. <br /> 3 <br />
