Hiring and supervising all staff; <br /> c. Promoting good public relations and awareness; <br /> d. Developing funding resources; <br /> e. Evaluating and planning services;and <br /> f. Promoting interagency cooperation. <br /> B. Consultation Services <br /> 1. Initial contact should be made with each day care center and preschool in Orange County. <br /> 2. Services to child care centers should then be prioritized based on the severity of need. <br /> 3. A minimum of 1.25 full time equivalent consultants are needed to serve all of Orange County. <br /> 4. Consultants should have child care teaching as well as assessment and treatment experience. <br /> 5. Consultant services should have the consistent involvement of a single psychologist and a single <br /> family counselor. <br /> 6. Consultant services should combine a wide variety of interventions including observing children <br /> experiencing emotional problems in child care settings,consulting with child care teachers about <br /> classroom management,coordinating teacher/parent training with available community resources, <br /> recommending and evaluating classroom intervention strategies to help reduce problematic <br /> behaviors,conducting developmental and behavioral assessments,and facilitating communication and <br /> coordination of services between the parent,center staff and other community agencies and <br /> professionals involved with the child. <br /> C. Therapeutic Preschool <br /> 1, Two part-day therapeutic preschool classrooms should be developed to serve 5-6 children each,one <br /> to operate in Southern Orange County and one to operate in Northern Orange County. Staff should be <br /> shared between the two sites. <br /> 2. The goals of these classrooms should be to: <br /> a. Provide millieu based group treatment to seriously emotionally/ <br /> behaviorally disordered preschoolers in the least restrictive environment; <br /> b. Provide milieu based group treatment to children who have experienced serious environmental <br /> trauma and/or those at risk for serious emotionally disturbance, in the least restrictive <br /> environment; <br /> c. Prevent the hospitalization of seriously emotionaly disturbed preschoolers;and <br /> d. Return the preschoolers with emotional/behavioral problems to the "normal"setting as soon as <br /> possible. <br /> 3. An extended day capacity needs to developed initially for all enrolled children and for nonenrol led <br /> children within one year. <br /> 4. Classroom teachers should include both a clinical social worker and a early childhood special <br /> education teacher, both supported by the services of a psychologist. <br /> D. Resource Development <br /> 1.. In the development of new services for emotionally troubled preschoolers,care should be taken to <br /> not duplicate, but rather enhance,existing services. <br /> 2. Wherever possible, public resources should be maximally used. <br /> 3. Efforts should be made to encourage the contribution of private resources to support consultation <br /> and therapeutic services and thus increase the availability of these services to low income families. <br /> 4. A compendium of resources currently available in Orange County has been completed and should be <br /> updated and used as a resource as additional services are developed for emotionally troubled <br /> preschoolers, their families and child care programs. <br />
