o1 <br /> Hazardous Materials. <br /> 1 . The EAB recommends that the County Commissioners promptly <br /> establish a Local Emergency Planning Committee ( LEPC) as required <br /> by Title Ill of the federal Superfund Ammendments and <br /> Reauthorization Act of 1986 . This Committee shall be <br /> responsible for collecting information on hazardous materials used <br /> in the county and for preparing an emergency management plan for <br /> the county . The EAB recommends that the County and city fire <br /> departments report to the LEPC on the types , quantitites , and <br /> locations of hazardous materials contained in buildings in the <br /> County . <br /> 2 . The County Plannning Department should be directed to <br /> identify areas of the county that are particularly sensitive to <br /> unplanned disposal of hazardous materials . <br /> 3 . The County Health Department should be directed to develop <br /> public education programs regarding : <br /> a . the existence and functions of the County Emergency <br /> Response Team, <br /> b . requirements of the Right to Know law regarding <br /> hazardous materials , <br /> c . identification and disposal of farm and hazardous <br /> wastes . <br /> Natural Resources. <br /> 1 . The County should appropritae funds for a comprehensive , <br /> survey of natural resources in the county according to the <br /> guidelines of the North Carolina Natural Heritage program. The <br /> EAB should have an advisory role in defining the scope and <br /> maintaining oversight of the project . <br /> 2 . The Commissioners should request the Orange County Planning <br /> Board to formulate alternative approaches for protecting and <br /> enhancing natural areas as identifietiin the survey into the Long <br /> Range Plan for the County . The alternatives should include at <br /> least the following options : <br /> a . dedications , <br /> b . fee purchases , <br /> c . real estate tranfer fees , <br /> d . preferential tax policy , <br /> e . developer contributions in lieu of on-site dedications . <br /> 3 . Special attention should be given to protection of the North <br /> Carolina Botanical Garden and those sections of Duke Forest <br /> located in Orange County . <br /> 2 <br />
