VI. PROPOSED DEVELOPMENT OF RECOMMENDATIONS <br /> The governing bodies of the jurisdictions within the Durham-Chapel Hill-Carrboro <br /> Urban Area will meet on April 2, 1987. Following the meeting members of the <br /> technical staffs working on the thoroughfare study will meet with each elected <br /> body individually to answer questions and receive comments on the deficiency <br /> analysis at regularly scheduled meetings of the various elected boards in April. <br /> The technical staffs will then formulate various alternative thoroughfare plans <br /> using the existing plans for Durham and Chapel Hill-Carrboro as a framework from <br /> which to expand or alter. The plans will be analyzed with regard to social and <br /> environmental impacts to the extent possible, probable cost, potential impact of <br /> transit and paratransit utilization, and stated growth management goals of the <br /> various local governments. A recommended preliminary Thoroughfare Plan will be <br /> prepared based on these factors and presented to the elected policy boards. <br /> After the recommended Plan has been presented to the boards and comments <br /> received, a series of Public hearings will be held throughout the planning area. <br /> In order to keep the hearings manageable, assure that there is ample opportunity <br /> for public input. and focus each hearing on concerns in one general area, the <br /> planning area will be divided into four quadrants and one or more public hearings <br /> will be held in each quadrant. If some areas move forward in the process faster <br /> than others, the plans for each quadrant could be adopted separately if necessary. <br /> The four areas are: . <br /> (1) SOUTHWEST - This area includes southwest Durham and all of the planning <br /> area in Orange County including Chapel Hill and Carrboro. <br /> (2) SOUTHEAST - This area encompasses southeast Durham including the <br /> Research Triangle Park and the areas near the Raleigh-Durham Airport. <br /> (3) NORTHEAST - This area includes northeast Durham. Treyburn, and the <br /> Little River, Lake Michie, and Falls of the Neuse watersheds. <br /> (4) NORTHWEST - This area encompasses northwest Durham including the Eno <br /> River State Park and the areas between Durham and Hillsborough. <br /> One or more public hearings will be held in each area to present the recommended <br /> plan and receive citizen input. Comments from citizens and the various governing <br /> boards will then be reviewed and alternatives and impacts again evaluated. <br /> If no major problems are identified during the public hearing process, a final <br /> recommended Thoroughfare Plan will then be prepared and presented to the Govern- <br /> ing Boards for adoption. Depending on the comments and perceived problems, the <br /> final recommended Thoroughfare Plan for each quadrant may be submitted for <br /> adoption separately.
