Several minor <br /> roads would experience dramatic increases in traffic due to anticipated urban <br /> development. The currently adopted thoroughfare <br /> plans for Durham and Chapel Hill - Carrboro contain several recommended improve- <br /> ments which will need to be implemented quickly if intolerable congestion levels <br /> are to be avoided. The remainder of this chapter analyzes those plans. <br /> 5.3 <br />
