134 <br /> and in harmony with the surrounding community <br /> area; and <br /> e) the subdivision roads, even if constructed to <br /> State Standards, would not be accepted by the <br /> State for maintenance due to density or some <br /> other State requirements that the subdivision <br /> cannot meet. <br /> EVALUATION <br /> In applying these conditions to the Lloyd Subdivision, <br /> the Planning Department notes the following: <br /> 1 . The proposed subdivision is located in the western <br /> portion of the University Lake watershed. The <br /> subdivision recognizes this in several design <br /> features : large lots (at least 5 acres in size) <br /> and a road that minimizes stream and drainage way <br /> crossings. The road is designed so as to limit its <br /> extension to adjoining properties. This is felt to <br /> be desirable since such extension would increase <br /> the number of stream crossings. There are no <br /> developments on adjoining property that contain <br /> roads which should be connected with the road <br /> proposed for this subdivision. <br /> 2. a) The subdivision consists of nine (9) lots less <br /> than ten ( 10 ) acres in size. Three (3) tracts <br /> over ten ( 10 ) acres in size are not considered <br /> to be subdivision lots by State law and County <br /> regulation. <br /> b) The subdivision does not preserve a natural <br /> area. The proposed road does minimize cross- <br /> ing streams and drainage ways. <br /> c) The subdivision does not include or abut any <br /> street shown on any thoroughfare plan adopted <br /> in Orange County and it is not in a transition <br /> area indicated in any Orange County Land Use <br /> Plan . <br /> d) The subdivision does not join or extend an <br /> existing subdivision. <br /> e) Even if the road were constructed to NCDOT <br /> standards, the State would not accept the road <br /> for maintenance. The proposed density (0 .56 <br /> houses per 528 feet of road) do not meet the <br /> State density minimum (2 houses per 528 feet <br /> of road) . <br />
