A stub-out, <br /> perpendicular to the common property line, would <br /> not efficiently serve all of the tract. <br /> (2) Mt. Sinai Road (existing 60-foot right-of-way) <br /> is presently classified as a collector road (70 <br /> foot right-of-way standard) . The applicant has <br /> provided one-half (5 feet) of the additional <br /> right-of-way ( 10 feet) needed. <br /> The Recreation and Parks Department has recommended a <br /> payment- in- lieu in the amount of $2,226 ( 13/35th of <br /> an acre x $6,000/acre - 1987 valuation) . No <br /> recreation sites are shown on the tract in the Joint <br /> Planning Area Land Use Plan. <br /> The Planning Staff recommends approval of the <br /> Preliminary Plan for Blackwood Forest subject to the <br /> following conditions: <br /> ( 1 ) Submission of payment- in- lieu in the amount of <br /> $2,226. <br /> (2) Revision of preliminary plan or provision of <br /> separate landscape plan identifying stands of <br /> existing trees and those trees to be preserved <br /> upon project completion, specifying location, <br /> species, and approximate size. <br /> (3) Delineate the location of land use buffers on <br /> the preliminary plan, both by buffer type and <br /> " land use buffer" notations. <br /> (4) Provide typical planting detail plans for Type D <br /> and Type B buffers. <br /> (5) Identify typical lot detail drawing as such. <br /> The application for preliminary subdivision plan <br /> approval was received on February 27 , 1987. The 85 <br /> day review period expires on May 23, 1987 . <br /> Crudup distributed a memorandum from Orange County <br /> Recreation and Parks Director, Mary Anne Black, <br /> recommending payment- in- Iieu of dedication in that no <br /> park sites or greenway areas are designated within <br /> the property on the Land Use Plan. <br /> Jacobs asked the location of this property in <br /> relation to Duke Forest. Szymik responded it is <br /> approximately one-half mile west of Duke Forest. <br />
