Sinai Road ( SR 1718) approximately 1/4 mile east <br /> of N. C. 86. The tract is bordered on the north by the <br /> Southern Railroad . There are 13 lots proposed out of 30.75 <br /> acres. The average lot size is 2. 17 acres. The property is <br /> located in the Joint Planning Area and is designated Rural <br /> Buffer on the Land Use Plan and Zoning Atlas. <br /> The subdivision will be served by Hathaway Lane, a proposed <br /> public road. <br /> All applicable agencies have reviewed and commented on the <br /> application. The Town of Chapel Hill has raised concerns <br /> regarding a stub-out to the eastern property line and addi- <br /> tional right-of-way for Mt. Sinai Road. The Orange County <br /> Planning Department addressed these concerns during develop- <br /> ment review as follows: <br /> ( 1 ) Service to the property east of Blackwood Forest would <br /> best be provided by a road paralleling the long axis of <br /> the tract. A stub-out, perpendicular to the common <br /> property line, would not efficiently serve all of the <br /> tract. <br />
