-4- <br /> OW <br /> A RESOLUTION RECOMMENDING ACCEPTANCE OF A RURAL BUFFER STUDY, AND <br /> RECOMMENDING AGAINST ZONING CHANGES IN THE RURAL BUFFER <br /> (87-4-13/R-13) <br /> WHEREAS the Town of Chapel Hill and Orange County have adopted a <br /> Land Use Plan for the Joint Planning Area; and <br /> WHEREAS that Land Use Plan calls for a Rural Buffer surrounding <br /> the Chapel Hill and Carrboro Urban Area; and <br /> WHEREAS a Rural Buffer Study has been prepared by the Orange <br /> County Planning Department that outlines measures to implement <br /> the Rural Buffer Concept; and <br /> WHEREAS one of those suggested implementation measures is to <br /> retain existing low-density zoning in the Rural Buffer; <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the Town of <br /> Chapel Hill that the Council recommends that the Orange County <br /> Board of Commissioners take the following steps with regard to <br /> the Rural Buffer Study: <br /> (1) Accept the study; and <br /> (2) Direct its staff to pursue consideration of the imple- <br /> mentation measures contained in the study, to the <br /> extent allowed by law, including conducting further <br /> study as necessary, and scheduling appropriate items <br /> for consideration at future public hearings. <br /> BE IT FURTHER RESOLVED that the Council considers a density of <br /> one dwelling unit per two acres of land to be an appropriate <br /> .density for the Rural Buffer. <br /> BE IT FURTHER RESOLVED that the Council recommends that the <br /> Orange County Board of Commissioners not change zoning <br /> designations in the Rural Buffer, as requested by citizen peti- <br /> tion at the March 10, 1987 Joint Public Hearing. <br /> This the 13th day of April, 1987. <br />
