She noted that with Fox Meadow not having representation <br /> in Carrboro. she is uncomfortable with Carrboro having planning <br /> jurisdiction over the area. She indicated that she felt Carrboro <br /> desires the swap only because it cannot develop the land in the <br /> watershed. She continued that she felt this swap is the first step <br /> toward annexation by Carrboro and she does not wish to be annexed <br /> by Carrboro because of its pro-grwth. high tax rate and its <br /> reputation of poor service. In summary. she desired to go on <br /> record as being opposed to the land swap and wished to remain under <br /> the current planning jurisdiction of Orange County. <br /> Jef began by pointing out what he considered to be errors in the <br /> map as related to the boundaries between rural buffer and <br /> transition areas. He spoke in general opposition to the extra- <br /> territorial jurisdiction swap. He indicated he was not anti growth <br /> but felt protection of the watershed was of foremost importance. <br /> He suggested deferring action until results of the proposed study <br /> of University Lake Watershed were available - a period currently <br /> estimated to be two years. He felt the ultimate answer was a <br /> greater spirit of compromise among the various governing bodies in <br /> Orange County. Finally. he indicated that he didn't think the best <br /> interests of Calvander residents were being considered by Carrboro. <br /> Mr. Arlin Scott indicated he moved into the Rogers Road/Homestead <br /> Road area from Ohio within the last year. He felt that if <br /> annexation were to take place it should be by Chapel Hill and not <br /> Carrboro since he lives nearer to Chapel Hill than Carrboro. He <br /> expressed the feeling that services from Chapel Hill would be <br /> better than those that would come from Carrboro. <br /> He asked to go on record as having no desire to be annexed by <br /> Carrboro. <br /> Mr. John Hartley a resident of Calvander. expressed concern with <br /> protection of the watershed noting that "we all live downstream" . <br /> He indicated Carrboro had not been planning properly and sporadic <br /> planning for high density over the entire area seems to be the <br /> case. He felt that annexation is the ultimate goal and wished to <br /> go on record as being opposed to being annexed by or being a part <br /> of Carrboro. <br /> Mx. Vance El.derkin stated he is a resident of Fox Meadow <br /> Subdivision. He expressed concern that officials whom he could not <br />
