O4is <br /> AGENDA #8 <br /> MEMORANDUM <br /> TO: Mayor and Council <br /> FROM: Council Member Godschalk <br /> SUBJECT: Post-Hearing Memorandum: Changes to Joint Planning Area <br /> Land Use Plan (from 2/23/87 Joint Public Hearing) <br /> DATE: March 23 , 1987 <br /> The attached resolution would recommend to the Orange County <br /> Board of Commissioners that the Land Use Plan for the Joint <br /> Planning Area be amended. <br /> Background <br /> On February 23 , the Chapel Hill Town Council and the Orange <br /> County Board of Commissioners held a Joint Public Hearing. Two <br /> proposed amendments to the Joint Planning Area Land Use Plan were <br /> discussed: <br /> 1) Expand the Transition areas in the plan to the dividing <br /> line between Bolin Creek and New Hope Creek drainage <br /> basins according to the map attached to the hearing <br /> material; and <br /> 2) Designate Boundaries for transition areas and the Rural <br /> Buffer in a manner that is consistent with Orange <br /> County' s Land Use Plan. <br /> A third item was also discussed at the Public Hearing, and drew <br /> the majority of the comments. This was the proposal for an <br /> exchange of extraterritorial jurisdiction, whereby Carrboro would <br /> give up planning jurisdiction in the watershed in exchange for <br /> equivalent jurisdiction north of Town. <br /> The matters were referred to respective boards and staffs. The <br /> Chapel Hill Town Council needs to make a formal recommendation to <br /> the County on the two proposed amendments to the Land Use Plan. <br /> The proposal to exchange extraterritorial jurisdiction has <br /> already been endorsed by the Chapel Hill Town Council in the 13 <br /> point "Agreement in Principle" adopted in concept on January 28, <br /> and needs no further action. <br /> The present Joint Planning Agreement requires the County to adopt <br /> a land use plan and zoning map cooperatively developed with the <br /> Town. The new Joint Planning Agreement, executed on February 3 <br /> but not effective until the County adopts a zoning map prepared <br /> and recommended by the Town, provides for amendment to the Zoning <br />
