041 7 <br /> Buffer "island" in the northern part of the Transition <br /> Area. <br /> Pilkey asked what Carrboro considered its outer limits to <br /> growth. Jacobs responded that agenda materials and <br /> conversations with Carrboro officials led him to believe <br /> it was the upper reaches of the Bolin Creek basin. <br /> Jacobs then directed the Board's attention to page 67 of <br /> the agenda. the Chapel Hill Town Council resolution. He <br /> pointed out the condition not to agree to extension of <br /> Transition Areas unless Carrboro agrees not to extend <br /> water and sewer lines into University Lake watershed <br /> pending completion of the OWASA carrying capacity study. <br /> He said he didn't think the Planning Board should <br /> consider extension of the Transition Area without such a <br /> condition. He also added that he thought residents of <br /> the Transition Area should have respresentatives on the <br /> respective Town Planning Boards. <br /> Kramer inquired as to the status of Amberly. Jacobs <br /> responded that it had been approved by the Carrboro <br /> Planning Board but not the Board of Aldermen. He felt <br /> that the Planning Board should include Amberly in its <br /> recommendation to the Board of County Commissioners if <br /> the Carrboro Board of Aldermen approve the Amberly <br /> development before the next Board of Commissioners <br /> meeting. He noted that the County should make the <br /> strongest statement possible for watershed protection and <br /> if Amberly is not included in the recommendation, this <br /> may not be possible. <br /> Lewis indicated he felt watershed protection was an <br /> important issue. He also said that he thought expansion <br /> of the Transition area would relieve pressure on the <br /> watershed. However, he felt the watershed and expansion <br /> of the Transition Area are two separate issues and should <br /> be treated as such. <br /> Taylor asked if Carrboro had ever signed the Joint <br /> Planning Agreement. Jacobs responded no but that the <br /> resolution of the Transition Area was part of the process <br /> of getting Carrboro to the point where they would "buy <br /> into" Joint Planning. <br /> Jacobs said he thought the Planning Board should state to <br /> the Commissioners that the first condition would be that <br /> Carrboro would supply a binding agreement that it would <br /> not seek to extend water and sewer into the watershed. <br /> Then with the staff recommendations about the Transition <br /> Area and respective densities and. also. item 412 on page <br /> 64, seats on Planning Boards being added as another <br /> condition, he would feel that a reasonable attempt had <br /> been made toward a workable compromise. <br />
