040 <br /> 6 <br /> conducted on moving the Transition Area boundary north of <br /> Carrboro back to the position proposed in the Joint <br /> Planning . Area Land Use Plan of January 14. 1986 . Coupled <br /> with the Work Group proposal was a recommendation to <br /> clearly delineate Transition Area and Rural Buffer <br /> boundaries. <br /> The proposal is consistent with Joint Planning growth <br /> ,strategies. provides for the economical extension of <br /> gravity sewer systems. removes existing and proposed <br /> developments from a nonconforming status. and is in <br /> keeping with Calvander area concerns about high density <br /> housing and commercial/industrial development. <br /> The proposal would not be consistent with Duke Forest <br /> recommendations that property adjacent to that facility <br /> be left in a rural state with densities lower than one <br /> dwelling unit per acre. <br /> Designation of Transition Areas and the Rural Buffer <br /> boundaries would clarify jurisdictional interests with <br /> respect to project review and approval procedures under <br /> the terms of existing or proposed Joint Planning <br /> Agreements. <br /> Collins stated that the Planning Staff recommends <br /> approval of extension of the Transition Area to the full <br /> extent of the Bolin Creek basin. The staff position <br /> agrees with the OWASA recommendation that sewer be <br /> extended to serve the whole Bolin Creek basin. He did <br /> emphasize. however, that Duke Forest and those properties <br /> bordering it would not be included. <br /> He also recommended that timing of development be a <br /> consideration in the designation of Transition Areas. <br /> Two designations of the Transition Area are recommended <br /> for consideration - Transition I and II. Transition Area <br /> I would include that area previously designated for urban <br /> expansion. Transition Area II would include the extended <br /> area. Within Transition Area I. densities ranging from <br /> one to five units per acre would be permitted. Within <br /> Transition Area II. densities would limited to one unit <br /> per acre until such time as Transition Area I was at <br /> least 75% developed. The latter standard is based on the <br /> infill development policy contained in the Land Use Plan. <br /> Walters inquired as to whether we may see a request later <br /> on from Chapel Hill for northward extension of the <br /> Transition Area. Collins said it was very doubtful. He <br /> stated that Chapel Hill had defined a fixed boundary. I- <br /> 40. to separate Transition and Rural Buffer Areas. He <br /> also referenced concerns expressed by Chapel Hill over <br /> several small properties east of Rogers Road that were <br /> recommended for Transition as part of the Carrboro <br /> request.
