APRIL 7, 19'37 PLANNING BOARD MINUTES <br /> O3i 5 <br /> of Mrs. Williams and yet Mrs. Williams is not able to use <br /> that same road. She indicated she felt Mrs. Williams is <br /> a victim of unfair and unjust treatment. <br /> Collins gave additional background on the case indicating <br /> that Mary Burnette and Thelma Parrish received septic <br /> tank permits from the Orange County Health Department and <br /> installed septic tanks on the property; knowing from a <br /> previous meeting with the Planning Department that the <br /> property could not be legally subdivided due to access <br /> problems. When buiding permits were denied. the <br /> applicants raised the issue of substantial expenditures <br /> for the septic tanks and were granted a ninety-day <br /> temporary permit to try and resolve the subdivision <br /> problems. This was subsequently extended for another <br /> ninety-day period. Collins stated this controversy led <br /> to the current policy of the Health Department verifying <br /> with the Planning Department that a lot has been properly <br /> subdivided before issuing a septic tank permit. Collins <br /> indicated that efforts to resolve the problem had been <br /> ongoing for two years and that contacts had been made <br /> with all property owners including the church. He noted <br /> that until someone was willing to grant access. the <br /> entire process was at a stalemate. He also indicated <br /> that untold staff hours had been expended on this problem <br /> and he felt it was up to the applicants and their <br /> attorneys to find a solution. <br /> Jacobs suggested a possible solution to the problem might <br /> be to bring all the parties together simultaneously, be <br /> sure that everyone understands the problem. and see if <br /> some compromise could be reached. <br /> E> AGENDA ITEM #9: MATTERS HEARD AT PUBLIC HEARING (2-23-87) <br /> a. Joint Planning Area Land Use Plan <br /> (1) Expansion of Transition Area <br /> (2) Boundary Designation-Transition Area/Rural Buffer <br /> This agenda item is to approve proposed amendments to the <br /> Joint Planning Area Land Use Plan. <br /> The amendments were presented at public hearing on <br /> February 23. 1987 . <br /> On February 2, 1987 . the Board of Commissioners adopted a <br /> resolution approving in concept an "Outline of Agreement <br /> in Principle" prepared by the Joint Planning/Watershed <br /> Work Group.
