The proposal also provided for the employment of a <br /> full-time program director. <br /> The proposal was reviewed by government staffs and <br /> referred to the Landfill Owners Group. Although the LOG has <br /> suspended its decision on that proposal pending the <br /> collection of more data, its members have adopted an interim <br /> plan which includes five new drop-off sites, a publicity <br /> campaign, and cooperation with ECOS and Troop 39. <br /> Meanwhile, local governments have formed the Regional <br /> Solid Waste Task Force, with representatives from the City <br /> of Durham, Durham County, Chapel Hill, Carrboro, <br /> Hillsborough, Orange County and UNC-CH. The representatives <br /> from the University are non-voting members . The regional <br /> task force has voted to commission a study of regional solid <br /> waste management problems and solutions, including a market <br /> survey for recyclables and an analysis of the in regional <br /> solid waste streams. A request-for-proposal was mailed out <br /> on January 22, 1987, and the Regional Task Force has <br /> tentatively selected a firm to perform the study, and the <br /> specifics of this contract are now under negotiation. The <br /> interim recycling program is intended to last at least until <br /> the completion of this study. The town of Chapel Hill has <br /> hired OCSWTF Chairman Blair Pollock to coordinate the <br /> interim program. <br /> In closing this review, the task force makes the <br /> following recommendations: <br /> (1) that the Landfill Owners Group establish a program <br /> for the conversion of yard wastes and other organic wastes, <br /> possibly including sludge, into salable compost and mulch; <br /> (2) that the LOG explore the possibility of converting <br /> approriate portions of Orange County's solid waste stream <br /> into salable refuse-derived fuel . <br /> (3) that the LOG explore the market for recyclable <br /> plastics, such as those used in soft drink containers; <br /> (4) that the LOG complement the recycling of aluminum <br /> with a program to recycle ferrous metals; and <br /> (5) that the LOG explore the possiblity of recycling <br /> automobile tires, either by securing the means of grinding <br /> them locally, or by giving or selling them to companies that <br /> process them elsewhere. <br /> (6) that the LOG continue testing local groundwater on a <br /> quarterly basis. <br /> Future Landfilling in Orange County <br /> Barring some unforeseen technological revolution, Orange <br /> County will continue indefinitely to bury some part of its <br /> solid waste stream. The current landfill site on Eubanks <br /> road should continue to meet the needs of this county until <br /> the mid-1990s. The Landfill Owners Group, Chapel Hill, <br /> Carrboro and Orange County purchased the Greene Tract hoping <br /> to provide a site that can serve the county's landfilling <br /> needs once the Eubanks site is exhausted. <br /> Despite the appearance that the county has enough <br /> landfill space for the next two decades, this task force <br />
