Margaret Lane <br /> Hillsborough, NC 27278 <br /> Dear Board of Commissioners: <br /> Enclosed is the final report of the Orange County Solid Waste <br /> Task Force (OCSWTF) which summarizes our work over the last two <br /> and one half years. It includes our observations and <br /> recommendations on the state of solid waste management and <br /> planning in the County. <br /> Over the past three years, this County and its municipalities <br /> have taken very positive, forward-looking steps to ensure that <br /> all the solid waste disposal options are thoroughly examined and <br /> that the future decisions we make about waste disposal are based <br /> on rational environmental and economic analysis rather than <br /> expediency and desperation. The current engineering study of the <br /> existing landfill, the bicounty study with Durham, and the newly <br /> established recycling office are all signs of the shift away from <br /> the "bury it and forget about it" mentality that has <br /> characterized solid waste policy for so long. The OCSWTF is <br /> proud to have been part of that effort. <br /> At our meeting on April 27, 1987 we concluded that the work of <br /> the OCSWTF was complete for the present. The two major <br /> unresolved solid waste issues that we identified are the search <br /> for alternative landfill sites and the development of a hazardous <br /> and toxic waste collection and disposal program for small <br /> generators. It is our understanding from Chapel Hill Public <br /> Works Director Bruce Heflin that development of a framework for <br /> reviewing alternative sites and an actual first cut at <br /> identifying these sites are included in the work to be conducted <br /> as part of the bicounty study. Development of a hazardous and <br /> toxic waste collection program will be investigated by the <br /> recycling coordinator over the next six months. <br />
