0 1 <br /> - The Town does not have the time or resources to complete this work before <br /> the capacity of the existing fill area north of Eubanks Road is exhausted. <br /> - Continued filling on a vertical expansion north of Eubanks Road will give <br /> the Town time to prepare the area south of the road, use borrowed material <br /> from the excavation for cover soil in the vertical expansion, and satisfy <br /> State and Federal requirements at both locations. <br /> 6. Current Operations <br /> The remaining disposal area north of Eubanks Road (about 6 to 9 months capacity <br /> with the current plan) requires trenching and filling operations under very dif- <br /> ficult operating conditions. The filling sequence has wound up at the low end <br /> (downslope) side of the site in the path of much of the surface water runoff <br /> from the 51 acre flat top. The working area is restricted in size and will re- <br /> quire progressive excavation of a long and narrow (50 ft.) trench about 15 feet <br /> deep along the entire length of the access road used by trucks dumping at the <br /> fill face. It would be best for operations if this entire area could be exca- <br /> vated at one time, followed by filling and completion of the long trench in one <br /> step. This can be achieved if disposal operations are shifted from the existing <br /> boxed-in corner to the start of the vertical expansion. This will allow the ex- <br /> cavation of the long trench to be made before resuming filling operations there. <br /> 7. Additional Considerations <br /> The vertical expansion will be designed to include: <br /> - a separate disposal area for UNC ash; and <br /> - a final cap about 3 ft. thick that would contain an impermeable layer <br /> about 6 inches thick containing a soil/Bentonite mix, and a landfill gas <br /> (methane) control system below the cap. <br /> Final grades on the landfill site will be suitable for open area recreation. We <br /> will incorporate soil mounds 5 to 6 feet thick at some locations for the planting <br /> of clusters of trees. <br /> CONCLUSION <br /> We believe that the revised plan represents the best course to follow for the Landfill <br /> with regard to environmental protection, operational efficiency and regulatory com- <br /> pliance. It will allow us to address our short term problems and provide us with <br /> about four years additional life on the site. Combined with a lined, mounded fill <br /> operation on the south side of Eubanks Road, we should have landfill capacity for 9-10 <br /> more years. There are many variables involved in such projections, and these reflect <br /> our best estimates with available information. <br /> In the longer term, there are many issues to address, such as future regulations, con- <br /> tinued growth and desired uses of available resources. Many of these issues will be <br /> joined with the study about to begin under the auspices of the Regional Solid Waste <br /> Task Force. One of our desires with the plan before you is to provide the decision <br /> makers of Orange County with the time with which to make the difficult decisions <br /> ahead.
